Kaitlyn “Katie” Fleming is a senior majoring in Electrical and Computer Engineering with a humanities concentration in the Intersection of Technology and Policy at Olin College of Engineering. Like many children, Katie grew up fascinated with space, stars, and sci-fi. Drawn to engineering for its potential to improve life on Earth, she discovered a passion for bridging technical expertise with non-technical decision-makers through her interdisciplinary studies at Olin.

Katie’s more serious pursuit of an aerospace career developed with her time in the Olin Satellite + Spectrum Technology & Policy (OSSTP) Group, which she now leads as the Lab Manager. Her work oversees day-to-day operations in addition to conducting research on industry trends and publishing policy recommendations. Her work primarily focuses on spectrum coexistence, post-mission disposal, and the Federal Communications Commission’s (FCC’s) regulatory framework. These endeavors have culminated in her publishing papers to journals, presenting findings at international conferences, and co-authoring a petition to the FCC that was referenced in a congressional hearing. During her time in the OSSTP Group, Katie has fallen in love with the satellite industry and has learned first hand about the importance of coordinating scientists with policy makers.

Looking to expand her understanding of the regulatory processes, bridging the digital divide, and promoting affordable connectivity for all, Katie has interned at the FCC’s Office of Economics and Analytics, where she contributed to projects surrounding the Universal Service Fund and Urban Rate Survey.

Katie aspires to harness space technology to improve life on Earth and inform policymakers on navigating the evolving landscape. Beyond her professional pursuits, she enjoys skiing, hiking, cooking, and graphic design.

As a 2024 Brooke Owens Fellow, Katie is excited to contribute to Amazon Project Kuiper’s Regulatory Affairs team in Washington, DC.
